Eligibility Requirements for OPSC Civil Services
- Educational Qualification: Bachelor’s degree from a recognized university or equivalent.
- Age Limit (as on January 1, 2025):
- Minimum Age: 21 years
- Maximum Age: 42 years
- (born between January 2, 1983, and January 1, 2004).
- Age Relaxation
- 5 Years Relaxation: Available to candidates from Scheduled Castes (SC), Scheduled Tribes (ST), Socially and Educationally Backward Classes (SEBC), all Women candidates (across categories), and Ex-Servicemen.
- 10 Years Relaxation: Provided to Persons with Disabilities (PwD) with at least 40% permanent disability.
- Other: Must be an Indian citizen; ability to read/write/speak Odia is implied through qualification norms.
Salary Structure
Selected candidates will enjoy attractive pay scales:
- Group A Posts: Starting at ₹56,100 (Level 12, Pay Matrix)
- Group B Posts: Starting at ₹44,900 (Level 10, Pay Matrix) Plus dearness allowance, HRA, and other benefits as per Odisha government rules.

Selection Process of OPSC Civil Services
The OPSC OCS 2025: Selection Process in Short
The Odisha Civil Services Exam happens in three stages:
1. Preliminary Exam (Objective)
- Purpose: Screening test to select candidates for Mains.
- Papers:
- Paper I: General Studies (200 marks, 2 hours) – Counts for merit.
- Paper II: CSAT (200 marks, 2 hours) – Qualifying (need 33% minimum).
- Negative Marking: ⅓ mark deducted for wrong answers.
- Cut-off: About 12 times the vacancies (roughly 5,500–6,000 candidates) qualify for Mains.
2. Main Exam (Descriptive)
- Qualifying Papers (pass required, marks not counted):
- Odia Language (250 marks)
- English Language (250 marks)
- Merit Papers (Total 1750 marks):
- Essay (250)
- GS I, GS II, GS III, GS IV (Ethics) – 250 each
- Optional Subject (2 papers) – 250 each
- One optional subject to be chosen from the official list.
3. Interview (Personality Test)
- 250 marks
- Only for candidates who clear Mains.
Final Merit
- Total: 1750 (Mains) + 250 (Interview) = 2000 marks
